On the Planktos experiment

An article regarding the Planktos experiment to dump 100 tons of iron dust into the waters off the Galapagos Islands, in hopes of seeding the dwindling algae population and reducing carbon =dioixide levels.

The ethical question is to what level can Planktos go to demonstrate their carbon sequestration technology? If Planktos tech can reduce carbon from the atmosphere can they make up for the possible impact this dumping could have on other marine life.
I beleive the project failed to get sufficient funding to carrry out their experiment.
